Dr. Raphaela Oliver is CEO of Swissnex in China and Head of the Science, Technology & Education Office at the Swiss Embassy in Beijing. She has over 14 years of experience spanning academia, entrepreneurship, and leading tech companies, including six years with the Alibaba Group as well as roles at ANT Group and Amazon. Earlier in her career, she conducted research for the Swiss National Science Foundation across Asia and founded and successfully exited a startup in Hong Kong. She has lived and worked in Shanghai, Hong Kong, Singapore, the United Kingdom, Chile, and Switzerland. Raphaela holds a PhD from the University of St. Gallen (Switzerland), with studies at the University of Geneva, Universidad Diego Portales in Santiago de Chile, the University of Hong Kong, and Singapore Management University.

Krystyna Marty studied sinology, history and international law at the University of Zurich. Before joining the Federal Department of Foreign Affairs (FDFA), she was a delegate for the International Committee of the Red Cross (ICRC).

She joined the diplomatic service in 1996 and served in various capacities at the FDFA, including at the Swiss Embassy in New Delhi, India, the Swiss Agency for Development Cooperation (SDC), and the International Organisations Division of the Directorate of Political Affairs. From 2002 to 2007 she was Deputy Head of Mission at the Swiss Embassy in Tashkent, Uzbekistan. From 2007 to 2011 she worked at the Swiss Embassy in Beijing, China, first as Head of the trade and economics section and subsequently as Deputy Head of Mission. From 2011 to 2016 she was the Swiss Ambassador in Pristina, Kosovo. In 2016, the Federal Council appointed Krystyna Marty as Deputy State Secretary and Deputy Head of the Directorate of Political Affairs. From January to December 2020 she served as State Secretary and Head of the Directorate of Political Affairs ad interim. In January 2021 she has started her assignment as Ambassador of Switzerland to the Russian Federation.

In October 2024 the Federal Council appointed Krystyna Marty as Ambassador of Switzerland to the People’s Republic of China.

Krystyna Marty is married and has one son.

Frederick Fenter is the Chief Executive Editor of Frontiers, the open-access publisher based in Lausanne Switzerland. He studied chemistry (Ph.D. Harvard, 1990) and conducted research in atmospheric science for several years before moving into scientific publishing with an appointment as manager of the Inorganic Chemistry Program at Elsevier Science, Lausanne (1997). Since then, he has been founder of a start-up in publishing technology (FontisMedia SA, Lausanne); advisor to the launch of an institutional document repository (InfoScience); and publisher of an English-language University Press (EPFL Press, Lausanne). In 2013 he moved back to Frontiers, which he had previously advised as a consultant during its first 18 months of activity.

As Chief Executive Editor at Frontiers, Fred oversees one of the largest editorial boards in scientific publishing, and leads third party negotiations, public affairs, and business development, among others. He also spearheads Frontiers’ innovative editorial projects such as the Frontiers Science House, Frontiers for Young Minds, Frontiers in Science, and the Frontiers Planet Prize. An active advocate for Open Science, Fred frequently organizes and participates in a variety of advocacy events and roundtables.

Wei YANG is a Member of the Chinese Academy of Sciences, a Fellow of The World Academy of Sciences (TWAS), a Foreign Member of the U.S. National Academy of Engineering, a Professor at Zhejiang University, and the Founding Chair of the CAST UN Consultative Committee on Open Science and Global Partnership (CCOS). He previously served as President of Zhejiang University and President of the National Natural Science Foundation of China. His current areas of expertise include Solid Mechanics, X-Mechanics, Aero-Astro Structures, Graduate Education, and Research Integrity. Recently, he has been dedicated to promoting open science in the Global South.

Wang Lixue, born in 1981, holds a PhD in Information Science. He is an Associate Research Librarian and Associate Doctoral Supervisor at the National Science Library, Chinese Academy of Sciences (CAS). He is in charge of operating the NSL–Taylor & Francis Research Integrity Joint Lab. He also serves as a committee member of the Research Integrity and Responsible Innovationspecialized committee under the Chinese Association of Science of Science and S&T Policy Research.

He has presided over and completed two projects funded by the National Social Science Fund of China: “Research on Integrated Co-word and Citation Analysis Methods for Measuring Document Relevance” (11CTQ019) and “Research on Cross-Evaluation System Joint Ranking Methods for Chinese and International Journals in the Same Discipline” (19BTQ090). He has also participated in the application and research of sub-projects under the National Key R&D Program of China,  and has been involved in over ten projects funded by major programs of the National Social Science Fund, the National Social Science Fund, the National Natural Science Foundation, and the National Science and Technology Support Program. He previously served as the managing editor of the journal Digital Library Forum.

Currently, his work primarily focuses on research integrity and bibliometric evaluation: he led the design of the Research Integrity Information Management System for the Chinese Academy of Sciences, and continues to develop data resources such as the “Global Retractions Database” and the “Research Integrity and Ethics Policy Case Database.” In parallel, he provides quantitative support for two academic event series of the Beijing Association for Science and Technology: the “Beijing Frontier Academic Achievement Series Symposium” and the “Beijing Science and Technology Journals Excellence Action Plan.”

Mr. Xiaochun CHOU is a Member of the Party Committee, Director of the Library, and Research Librarian at Shanghai Jiao Tong University School of Medicine, where he also serves as a Member of the Academic Ethics Committee. He holds multiple professional leadership roles, including Council Member of the Library Society of China and Vice Chair of its Medical Library Branch, Chair of the National Medical Literature Retrieval Teaching Committee, and Vice Chair of the CALIS Medical Library Academic Committee under the Ministry of Education. He is also a Member of the Methodology Committee of the China Clinical Practice Guidelines Alliance, Deputy Head of the AI4Evidence Group of the Evidence-Based Medicine Branch of the Chinese Medical Doctor Association, Vice Chair of the Epidemiology and Evidence-Based Medicine Branch of the Shanghai Medical Association, Deputy Secretary-General of the Shanghai Library Society, and Chair of its Medical Library Branch. He has long been engaged in medical literature retrieval and teaching, evidence-based medicine research, and bibliometric analysis, and has led and completed five provincial- and ministerial-level funded projects, with more than 80 published papers and monographs.

Simone Ragavooloo is a Research Integrity and AI specialist at Frontiers, where she works at the intersection of publication ethics, responsible innovation, and scholarly publishing policy. She was lead author of Frontiers’ white paper, The Untapped Potential of AI in Publishing, which won Gold at the EPIC Awards, and led the development of Frontiers’ AI Playbook, supporting responsible and practical adoption of AI for researchers. Simone also contributes to the wider publication ethics community as an advisor for the Committee on Publication Ethics (COPE), with a particular interest in how publishers, institutions, funders, and policymakers can work together to safeguard responsible research practices in a rapidly evolving publishing landscape.

Professor Siegel received his PhD from Princeton University in 1985, was a Swiss Universities Fellow at ETH Zurich from 1983 to 1984, and NSF-CNRS postdoctoral fellow at the University of Louis Pasteur in Strasbourg from 1985 to 1986. He began as Assistant Professor of Chemistry in 1986 at the University of California San Diego, was promoted to Associate Professor in 1992 and Full Professor in 1996. In 2003, he was appointed as Professor and Co-director of the Organic Chemistry Institute of the University of Zurich (UZH) and Director of its laboratory for process chemistry research. He served as Dean of Studies and Head of the Research Council for the Faculty of Sciences at UZH. He moved to Tianjin University in 2013 and was Dean of the School of Life Science and Dean of the School of Pharmaceutical Science and Technology. He was Qianren Scholar from 2013 to 2015, and recipient of the Chinese Government Friendship Award in 2015. In 2018, he was named one of the 40 most influential foreign experts in China’s 40 years of Reform and Opening-up.

Professor Jay S. Siegel joined HKU in 2024 as a Professor in Chemistry and Senior Advisor to the President. He became the Vice-President and Pro-Vice-Chancellor (Teaching and Learning) in July 2025. A distinguished scholar in molecular design and synthesis, he specialises in structural chemistry and stereochemistry of supramolecular architectures.

Dr Zheng MA is currently a professor at the National Science Library, Chinese Academy of Sciences. He graduated from Nanjing University with a PhD in Library and Information Science and Archives Management. His long-term research focuses on the theory and application of information science and scientometrics study in the fields of academic publishing, scientific research management and academic evaluation. He has already achieved substantial research outcomes in particular area of the innovation and practice of scientific journal evaluation methodologies. He is a Standing Council Member of CESSP (China Editology Society of Science Peridocials) and a Registered Expert to ISO/TC46 (Technical committe of Information and documentation, International Organization for Standardization).

Dr. Bernhard Schwartländer joined the Peking University Institute for Global Health and Development in March 2025 as Co-Chair of the Governing Board and Distinguished Chair Professor of Planetary Health.

From 2021 to 2025 he held the position of Global Health Envoy, German Ministry of Foreign Affairs. Prior to these assignments, Dr. Schwartländer had an esteemed career at the World Health Organization. He served as Assistant Director General and Chef de Cabinet at its headquarter, as well as WHO Representative in China. He is a medical doctor and holds a doctorate in medical epidemiology. He received his education and professional training in Germany and the US at the Centers for Disease Control and Prevention.

Previously, Dr. Schwartländer held senior international positions including Director Evidence, Policy, and Innovation at UNAIDS; Director Performance Evaluation and Policy at the Global Fund (GFATM); and Director of WHO’s HIV Department. In 2000, Dr. Schwartländer undertook a special assignment at the World Bank to perform economic analyses on the cost and impact of the HIV/AIDS pandemic. Before joining the United Nations, Dr. Schwartländer was the Director of the National AIDS Program in Germany and the Director of the Division of Infectious Disease Epidemiology at the Robert Koch-Institute in Berlin.

Dr. Schwartländer has published widely in scientific journals and books and taught applied epidemiology and health diplomacy.

Dr. Schwartländer’s extensive career is marked by his commitment to advancing global health initiatives and his ability to navigate complex international health challenges. He is passionate about global health and believes in the power of collaborative efforts to tackle the health challenges of our times.

Sean Hill, Ph.D. is a neuroscientist, computational modeler, and Founder and CEO of Senscience, an AI venture dedicated to accelerating science through open, AI-ready research data. He is an adjunct professor at the University of Toronto and at EPFL in Switzerland. Dr. Hill previously served as the inaugural Director of the Krembil Centre for Neuroinformatics at CAMH, where he led the integration of AI, data science, computational modeling, and open science into mental health research. From 2006 to 2024, he helped lead the Blue Brain Project, beginning as a researcher with IBM from 2006 to 2008 and later serving as co-director at EPFL in Switzerland. In this role, he advanced large-scale neuroinformatics, biologically detailed brain simulation, and AI-driven neuroscience. He also contributed to major European brain-research initiatives, including the Human Brain Project, helping to shape collaborative digital infrastructures for neuroscience research. Dr. Hill’s research interests span neuroscience, AI-driven brain modeling, data sharing, and collaborative approaches to accelerating scientific discovery. He is committed to building infrastructures and communities that support open, responsible, and reusable data-driven research.

Dr. Junpeng YUAN obtained his bachelor’s and master’s degrees from Southwest Jiaotong University and his doctoral degree from Beijing Institute of Technology. He currently serves as a Research Fellow at the National Science Library of the Chinese Academy of Sciences and Deputy Director of the Research Integrity Center. He is also a Professor at the University of Chinese Academy of Sciences, a doctoral supervisor, and a member of the Science and Technology Ethics Committee. Additionally, he holds positions as a member of the Liaoning Provincial Science and Technology Ethics Committee, a council member of the Chinese Society for Science of Science and Science and Technology Policy, Chair of the Research Integrity and Responsible Innovation Committee, and a member of the Scientometrics and Informetrics Committee, Editorial Board Member of the journal Data Analysis and Knowledge Discovery; Member of the Sociology of Science Committee of the Chinese Sociological Association; Founder of the Academic Standards and Research Integrity Alliance; Adjunct Researcher at the Center for Science and Technology Policy Studies, Tsinghua University; Adjunct Researcher at the Center for Science, Technology, and Education Development Strategy, Tsinghua University. Formerly served as a member of the Academic Degree Evaluation Committee at the Institute of Science and Technology Information of China, a research fellow, and head of the Secretariat of the Office for Research Integrity at the Ministry of Science and Technology. His primary research areas include scientometrics, science and technology evaluation, research integrity, and ethics policy.

Meng XU graduated from the School of Materials Science and Engineering at Zhejiang University in 2009 with a Bachelor of Engineering degree, and obtained a Doctor of Philosophy degree from the National Centre for Nanoscience and Technology of the Chinese Academy of Sciences in 2014. In 2022, she joined the Office for Research Integrity at the National Natural Science Foundation of China.

Dr. Shuai Yan is an independent consultant since 2020. From 2017 to 2020, he worked with Springer Nature Greater China as director of academic relationships (including government relations). From 2011 to 2017 he was at Tsinghua University Press (TUP) as an associate chief editor and was TUP’s director of Journal Publishing. He was also the editor-in-chief of the Journal of Tsinghua University (Science and Technology). Shuai worked in the Journal Publishing Department of Beijing Forestry University from 1985 to 2011, starting as an assistant editor and working up to the director of the Department. Currently Shuai is STM China Consultant since 2021. He has served as the president of the Society of China University Journals (CUJS) from 2004 to 2019, the vice president of the China Periodicals Association (CPA) from 2012 to 2018, and the vice president of the China Editology Society for Scientific Periodicals (CESSP) from 2015 to 2021.
